Revisiting "Programs and Features" I saw both drivers listed - and they showed an "installed date" for the same day. Upon further investigation, I noted that the drivers for both Dolby and Conexant remained on the laptop, and were the same version as what was seen prior to removing the programs. Many customers have reported Dolby no longer shows in their taskbar.
I was able to successfully open it from the "All Control Panel Items" list. I started with noting that no Dolby app is listed under the Start Windows icon - All Apps, and that "Dolby" returned no results by any Windows 10 search method to show that Dolby files resided on the laptop.
